Each registered attendee can present up to two (2) papers, provided that he is a co-author of all of presented papers. There is no limit to the number of papers a presenter can co-author. But a registered attendee can serve as a presenter on two (2) papers only and must also pay $150 for the publication of the second paper if none of the co-authors has registered for it, with additional page charges accruing for papers longer than three pages. The principle here is that one attendee can have only one free publication of three pages in length. Please declare the number of papers to be presented while registering, and pay for all of them. Otherwise, the paper may not be published if a payment of the fee of $150 plus the over-page charge is not received by March 14, 2003. In case that it happens, no refund of registration fee is allowed. An acknowledgment will be issued upon payment. A receipt will be given while registering in San Diego.
Much of the manuscript refereeing will take place during the period of the conference, with reviews completed before the conference is over. Each of attendees should pick up his/her refereeing report before leaving for home. Please check with the editorial desk on the conference site before your departure. The accepted manuscript with the necessary revisions, if required, can be post mailed, after being revised, to the conference secretariat by the deadline. If a paper gets a negative comment, the responsible editor (announced on the conference site) will coordinate between the referee and the author. If it is rejected, a new referee may be selected with the request of the author. If no report is received, the responsible editor will referee it. The author will be notified of the first refereeing report by February 7, 2003. The final decision must be emailed to the author by the responsible editor no later than February 21, 2003 Questions, complaints and comments concerning the refereeing report can be directed to the responsible editor or, if not satisfied, to the conference chairman by e-mail. The conference chairman reserves the right to make a final decision on any paper that is rejected in refereeing.
World Scientific will publish the presented papers, refereed at the conference for publication, in the proceedings as a special issue of International Journal of Modern Physics B (IJMPB). The first author or designated corresponding author of each article will receive all correspondences concerning referee's report. An order of a soft copy of the proceedings is $45, which includes all shipping and handling charges, must be paid together with your registration fee in advance or on site. The conference attendees can receive a discount of $15 by taking Package I while registering.
